This is a list of license categories and fees for milk handling premises in Kenya. Kenya Dairy Board is the body mandated to regulate, develop and promote the dairy industry. It is a state corporation under the Ministry of Agriculture, Livestock and Fisheries.
The Kenya Dairy Board issues licenses and approves the registration of dairy premises and any stakeholders involved in the dairy industry. It conducts regular inspection of such premises to ensure compliance with the set standards and regulations.
Here is a list of license categories and fees for milk handling premises in Kenya.
Category of Licenses
1. Processor License
It is for premises processing above 5,000 litres per day.
Annual Fees: Kshs 25,000
Application Fees: Kshs 600
Total Fees: Kshs 25,600.
2. Mini Dairy License
The license is for premises processing between 3,000 and 5,000 litres per day and milk dispensing units.
Annual Fees: Kshs 6,000.
Application Fees: Kshs 600.
Total Fees: Kshs 6,600.
3. Cottage Industry License
The license is for farm level milk processing and value addition enterprises.
Annual Fees: Kshs 4,000
Application Fees: Kshs 600.
Total Fees: Kshs 4,600.
4. Cooling Plant License
The license is for milk cooling facilities handling above 5,000 litres of raw milk per day.
Annual Fees: Kshs 2,000
Application Fees: Kshs 600
Total Fees: Kshs 2,600.
5. Cooling Plant License (Below 5,000 litres)
The license is for milk cooling facilities handling less than 5,000 litres of raw milk per day.
Annual Fees: Kshs 2,000
Application Fees: Kshs 600

6. Milk Bar License
It is for premises handling and retailing pasteurized milk and other dairy products in small quantities.
Annual Fees: Kshs 2,500.
Application Fees: Kshs 600
Total Fees: Kshs 3,100
7. Primary Producer License
The license is for dairy farmer groups and individual farmers engaged in collection, bulking and marketing of raw milk.
Annual Fees: Kshs 1,200
Application Fees: 600
Total Fees: Kshs 1,800.
8. Dairy Manager License
The license is for managers or supervisors in charge of premises handling, processing or marketing above 500 litres of milk per day.
Annual Fees: Kshs 1,500
Application Fees: Kshs 600
Total Fees: Kshs 2,100.
Category of Permits
1. Milk Carriage Permit
The permit is for transporters of raw milk (bulk or in containers) for bulking and cooling or processing and marketing.
Fees: Kshs 1,000, paid annually
Application Fees: Kshs 600
2. Export Permit
It is for exporters of milk and milk products.
Fees: Kshs 1,000 (per consignment)
Application Fees: Kshs 600.
3. Import Permit
It is for importers of milk and milk products.
Fees: Kshs 1,000 (per consignment)
Application Fees: Kshs 600.
