- A holder of Bachelor of Education in Special Needs Education with Second Class lower division or its equivalent from a university recognized by the Commission for University Education (CUE) with at least two years of teaching experience.
- A holder of Bachelor of Education degree from a recognized University with Second Class honors Upper Division or its equivalent from a University recognized by the Commission of University Education (CUE) with two years teaching experience in a special school or unit
- A holder of Bachelor of Arts or Bachelor of Science degree from a recognized University with at least Second Class honors Upper Division or its equivalent from a University recognized by the Commission for University Education (CUE) and at least two years of teaching experience in a special school or unit.
